
Victor is a guardian of Vladivostok's cultural heritage. He was the director of the "Labyrinths of Russky Island" festival, which won the IV Grant Competition for Museum Projects "The Changing Museum in a Changing World." He also served as the director of the Fortress of Vladivostok Museum-Reserve, which became the first federal museum in the Far East. Today, Victor is the Director of the Vladimir K. Arseniev Museum of Far East History, the leading museum in the Primorsky region.
He is a member of the Presidium of the Russian Committee of the International Council of Museums and an active public figure. Victor is a member of the Council for Culture and Art under the President of Russia. He has organized and curated numerous exhibition projects. As the responsible editor, he contributed to the book "Eleonora Prey. Letters from Vladivostok." He also published his own book, "Vladivostok 150: A Contemporary Perspective." Victor is a firm believer that museums serve as an excellent therapeutic tool for addressing a wide range of serious issues and embody our right to eternity and immortality.
